if it was alleged.. then that doesn't mean that it happened. he was arrested on suspicion of several crimes.. but released.. presumably because he has not been found guilty.

Once the prisoner has signed the discharge form, he's effectively a free man, before he's even stepped out of the prison gates.
To be fair the few lads I've known gate arrested were given the heads up as they are about to step out the gate.
Also the police do come and see you just after you have started your sentence to see if there's any more offences you want to confess too, these are mostly "taken into consideration" and added as part of your sentence.
Not sure rape would fall into the TIC category though.
