I'm not one bit surprised that external auditors have found senior staff at Middlesbrough Council breaking rules and maybe the law over contracts, as reported in Teesside Live/Gazette.
For years the council's been shambolic and dishonest—staff doing what they want, even hiding information from the mayor's team.
As mayor, I wrestled some control and made progress, but senior staff worked against me, preferring Boro Labour's easygoing, nodding dog approach.
The financial mismanagement was so severe that I brought in an external accounting body after discovering that a £10m black hole in the council's accounts was being hidden from me and my team.
This led to non-Labour councillors successfully calling for the chief executive to resign.
If you live in Middlesbrough Council's area, watch the mayor like a hawk—he's already let millions of efficiency savings go down the drain and publicly stated that he won't challenge staff.

PS: Most council staff actually work very hard and are committed - we mustn't forget that.

I loved reading about AP's walks & talks from MH issues to what he is/was bringing to improve the area, an area he was so proud to be born into & live here
Though as is the case, certainly reading the men thread OTR, if certain people dont agree then your labelled from thick to uneducated

Unfortunately he was voted out of office & TBH, I wouldnt know the present mayor if he walked up to me & gave me a mars bar
