The problem with him is he thinks he has achieved his goal by getting to the semi-final (being very lucky along the way while not getting the most out of a pretty good squad).  As you say - there is no killer instinct and no desire or plan to actually win it.  You won't win it being ultra-cautious all the time. 

He wants to sit back and feel satisfied with his semi final and final appearances.  None of them fucking matter - only winning it actually matters.

He's successfully turned a squad with attacking talent into a very negative team intent on passing backwards or sideways.
