It's absolutely moronic.  Big Brother rattling his sabre to quell dissent and protest and going overboard on the speed and length of sentencing for the rioters.  All the while letting actual criminals out to reoffend and sending a message to other criminals that they can get away with anything with very few consequences.  Once law and order is gone, a functioning society is gone.
