Paramedics were on the scene pretty quickly.

Totally agree, but the perpetrator just says I didn't mean to stab him in the neck, I didn't want to kill him.
Then it's up to a jury to prove he did want to kill him.
No chance of proving it, that's why the police didn't charge him with it cos highly likely he would've been found not guilty.

Even if he says that it's attempted manslaughter, surely? Or at the very least GBH with intent.

There's no such charge as attempted manslaughter but for me it's wounding with intent.

Apparently  " irregular"that is the new buzzword for illegal immigrants,I'll stick to" drain on resources with no transferrable skills and some with murderous intent".
