No I'm pretty sure the £340m is the cost of maintaining the tower as it is up to now and creating an additional memorial as part of a wider community recovery programme. I don't think the tower like that is the actual memorial.

They definitely should've pulled it down ages ago though, what a horrible reminder to everyone who lives nearby.
