I think in the article it says it's near a marine centre/base, how they managed to nick a truck is another story but one I doubt you will get to hear for security reasons. Or worse it is a military man that's popped out to a private address and threw a wobbler which seems the likely scenario going off the article. He is now in a 'safe place' under arrest. M/H possibly with army links.
